Irma brings over two decades of experience in nonprofit leadership and community empowerment. She is a visionary strategist committed to economic justice, equity, and capacity building in underserved communities. Under her leadership, the organization has expanded its impact and strengthened its partnerships across sectors.

Black Contractors Owners and Executives (BCOE) was founded with a clear purpose: to advance the success, visibility, and economic power of Black-owned businesses in the construction and professional services industries. Our organization emerged from a collective frustration with longstanding disparities in access to contracts, capital, and networks—but more importantly, from a deep commitment to change that reality.

Our founding members—industry professionals, business owners, and community leaders—came together to create a space where Black contractors could find support, opportunity, and voice. Since our inception, we’ve grown into a powerful network across multiple markets, advocating for equitable policies, opening doors to procurement, and building the capacity of underrepresented firms.

At our core, BCOE believes in the power of ownership and excellence. We are committed to mentoring the next generation of leaders, strengthening the business infrastructure of our members, and holding institutions accountable to the values of diversity, equity, and inclusion.

Today, BCOE continues to lead from the front—hosting trainings, connecting members with real opportunities, and championing economic justice in the built environment. Our story is still being written, and we invite you to be part of it.
